The afterlife is endlessly bureaucratic. Dying is a tedious business.

In limbo, the newly deceased must be judged by the bureaucratic rules of the beyond: send them on to the afterlife, or send them back to life.

A secret third option allows you to bend the rules for your own gain, but a balance must be struck. And your conscience may want you to break the rules entirely, in order to save an unfortunate few.

Note: the game is a demo. Lose conditions aren't very polished and there is no real win condition as of yet. That's something for a future update.
